Meru MCAs have tabled four more notices of motions of impeachment against County Secretary Kiambi Atheru
and Members of the County Executive Officers (CECMs). The majority of Meru MCAs have
declared a total war against the governor notwithstanding the outcome of the
impending judgment on her impeachment tomorrow. The MCAs say that the CECMs have been behaving as if they are above the law.
Nominated MCA Kiriinya Mwenda
tabled a notice of motion to impeach Meru County secretary Kiambi Atheru
terming him uncooperative, gross misconduct, misuse of office and gross
violation of the constitution by usurping powers vested upon the County public service
Board. “The censor motion means they are declared persona no granter.

their incompetence and disorder. If censored, you will become a burgage because
one cannot transact any business with the assembly. We are a giant rural county
in this Country and we won’t allow incompetence to ruin the gains achieved so
far” Kiriinya said. Jim Muchui who tabled a notice
of motion to impeach the roads and transport CECM said the CEC could not
account for Sh90million meant for upgrading roads within the 45Wards. “We are unable to play
oversight roles because CECMs are ignorant.
No work plans, BQs, once asked for
agreement between county and MTF over shoddy road works, there is no feedback.
We cannot sit back as MCAs watching when there is nothing going on terms of
developments to benefit Mwananchi,” Muchui said. DMK Kiogora tabled a notice of
motion to impeach the finance executive officer. “Could not bring forth accountability documents and when we ask them
why, we realize they were incited by the governor not to appear before
assembly,” he said. They added that Meru people
should understand once they put money into the budget, it remains the work of
CECM to implement projects as per allocations. MCAs last year passed an itemized budget. This comes a day after Igembe East MCA Titus Murithi tabled a notice of
motion to impeach health executive Dr George Mungania.
The CECMs are accused of among others, gross violation of the constitution or other laws,
abuse of office, gross misconduct and incompetence. The MCAs claims the CECMs have
been demeaning the house and ignoring summons to answer questions asked by the
representatives. “Under the provisions of
Section 40 of the County Governments Act, 2012 and Standing order 67, the
county assembly resolves to impeach CEC in charge of health of George Mungania.
The CECM has violated among others articles 10(2), 41(1), 47, 73 and 232 of
leadership and integrity Act 2012.
The are said to have violated sections 9 and 10 of the public officer
ethics Act 2003, section 10 of the Meru County Teaching and Referral Hospital
Board Act 2019 by appointing a chief executive officer/director of the
facility,” the motion states. Murithi wants Mungania removed for abuse of office by usurping the powers
of the facility’s board of directors in recruitment.
This was done against recruitment procedures provided for under Section 10 of the hospital’s board
Act 2019. Majority leader Patrick Mutuma
of Kisima Ward said MCAs had sufficient evidence to impeach the CECMs. “We did our oversight to the
governor successfully and impeached her. The CECMs never attend to summons by
MCAs. The law allows us to take action. We have extended time to impeach the
rest of the CECs.
